(Nov. 10) – All 20 of the bills brought forth by interim committees and commissions were approved today by the Legislative Council, which clears them for introduction and exempts them from each legislator’s five bill sponsorship limit.
· Colorado Health Insurance Exchange Oversight Committee
o Bill A – Requires Connect for Health Colorado, the state health benefit exchange, to establish a system for referring consumers to qualified insurance brokers to enroll consumers in health plans.
· Early Childhood and School Readiness Legislative Commission
o Bill A – Allows the child care tax credit to be claimed beginning in tax year 2016, rather than being dependent on passage of legislation by Congress.
o Bill B – Allows for expansion of the pilot program to modify child care assistance programs to help families phase out participation in the program as they enter the workforce.
o Bill C –Creates a task force to develop strategies to address the child care needs of low-income parents who are seeking to advance their education.
· Off-Highway Vehicle Interim Committee
o Bill A – Requires county clerk and recorders’ offices to administer a voluntary, one-time registration program for OHV use on county roads.
· Legislative Oversight Committee Concerning the Treatment of Persons with Mental Illness in the Criminal and Juvenile Justice Systems
o Bill A – Includes mental health professionals in any memorandum of understanding between county departments of human or social services and local-level service providers that increase collaboration in the provision of services to children and families.
· Police Officers’ and Firefighters’ Pension Reform Commission
o Bill A – Allows counties that do not cover, under the federal Social Security Act, salaried employees involved with the provision of law enforcement or fire protection to elect coverage under the Firefighter and Police Pension Association.
o Bill B – Allows a new firefighter or police officer to complete a health history form within 30 days of employment and shifts the accounting when a temporarily disabled FPPA member comes back to work or takes a normal retirement.
· Profiling – Initiated Contacts by Law Enforcement Interim Committee
o Bill A – In order to gather information relevant to racial profiling, this bill modifies the application process for driver’s licenses and state-issued ID cards to include the opportunity for an applicant to self-identify his or her race or ethnicity.
· Transportation Legislation Review Committee
o Bill A –Requires vehicles driving on I-70 between Dotsero and Morrison, when icy or snow-packed conditions are present, to be equipped with tire chains, four-wheel drive/all-wheel drive, or “mud and snow” tires.
o Bill B –Requires the Statewide Transportation Advisory Committee to provide advice and comments to both CDOT and to the Transportation Commission.
o Bill C –Requires the TLRC to study the current statutory Transportation Commission districts to determine whether the number and boundaries of the districts should be modified.
o Bill D – Allows the Department of Revenue to title and register “kei” vehicles.
o Bill E – Broadens the records and time used in the search to identify the owner of abandoned vehicles.
· Vocational Rehabilitation Services for the Blind Interim Study Committee
o Bill A – Expands the scope of the Business Enterprise Program and removes an existing statutory exemption for property owned, leased or occupied by higher education institutions or the State Fair Authority.
o Bill B – Creates two income tax credits for taxpayers who hire people who have developmental disabilities or are blind or visually impaired.
· Water Resources Review Committee: This committee did not present any bills for consideration.
· Wildfire Matters Review Committee:
o Bill A –Eliminates the wildfire mitigation income tax deduction and creates a wildfire mitigation state income tax credit.
o Bill B – Adds broadcast burning—burning of waste materials left over from logging—as another tool state agencies can use to contain and mitigate wildfires.
Bill C – Similar to Bill B, this bill adds broadcast burning as another tool to mitigate wildfires and authorizes the transfer of $3 million into the cash fund.
o Bill D – Creates the Auxiliary Emergency Communications Unit in the Office of Emergency Management.
