Mike Foote is serving his third two-year term representing House District 12, which includes Louisville, Lafayette and the southern and eastern parts of Longmont.  He is chairman of the State, Veterans & Military Affairs Committee, vice chairman of the Finance Committee and a member of the Judiciary Committee.

During the 2017 session, Rep. Foote was a voice for many who often have none, passing legislation to improve investigations of human trafficking and to provide equal protection for the rights of disabled and LGBT individuals, and sponsoring a bill to make it easier for individuals with criminal histories to find employment once they re-enter society.

Rep. Foote’s legislative record demonstrates an ability to identify and apply creative solutions to thorny legal issues. For example, he authored legislation creating a new category of crime: unlawful termination of pregnancy. Before the new law, a drunk driver could run into another vehicle, injuring a woman severely enough to cause a miscarriage, and the only thing the drunk driver could be prosecuted for was misdemeanor DUI and traffic offenses. Rep. Foote’s law imposes felony penalties in such cases without invoking the concept of “personhood,” which would give full civil rights to fetuses and effectively deny women their constitutional right to obtain an abortion.

Rep. Foote is also a strong advocate for allowing cities and counties to control oil and gas operations within their borders, the same as they are allowed to regulate other industrial activities. He has sponsored several bills increasing protections for residents impacted by oil and gas drilling and has stiffened penalties for violators.

He sponsored a new law to create partnerships between high schools and industries to do a combination of internships, mentoring and school courses in information technology and STEM fields. Graduates of the PTECH program will have a high school diploma and an associate’s degree, which they can then use to jump-start a bachelor’s degree or take directly into a career.

When the legislature isn’t in session, Rep. Foote is a well-respected deputy district attorney with the Boulder County District Attorney’s office. Since 2004, he has prosecuted major white-collar and other criminal cases in the Boulder office, winning justice for victims of embezzlement, Ponzi schemes, arson and other violent crimes.

Rep. Foote has an undergraduate degree from Indiana University, a master’s from the University of Denver’s Josef Korbel School of International Studies and a J.D. from the University of Colorado School of Law. To pay his way through law school, he worked for public law offices including the Denver district attorney, Thornton city attorney and Boulder county attorney.

Rep. Foote and his wife, Heidi, live in Lafayette and have two young daughters, Amelia and Leanna. Heidi works as an accountant for local small businesses and was a board member for Blue Sky Bridge, a child and family advocacy center in Boulder.
