Duran, Winter Assail Campus Sexual Assault Bill’s Defeat

(May 1) — Speaker Crisanta Duran and Rep. Faith Winter issued statements after a Republican-controlled state Senate committee voted this morning to kill HB18-1391, their bill to set a statewide sexual misconduct standard at Colorado’s institutions of higher education.

“This bill was good public policy that was strongly supported by Colorado colleges and universities after months of collaboration with sexual assault prevention advocates,” Speaker Duran said. “I’m very disappointed in this result. Victims of sexual misconduct deserve better.”

“House Bill 1391 promoted education, awareness and prevention of sexual misconduct on our campuses while ensuring clarity and due process for all parties,” said Rep. Winter, D-Westminster. “Rape victims testified that this bill would help them and would set clear and consistent standards of conduct. There is absolutely no reason why this bill should have been killed.”
